Other than that there is the 7 minute mark. Where they should technically come off CD at the exact same time. At my current gear (ilvl 361 equipped) I have 17.2 mastery (60% more poison damage) When another 9.2 mastery is added (1627 and 1649 being about the same), I'd get about 32% more poison damage, making me have 92% increased poison damage.
Just think of it. That's pretty insane, even though the GCD is 1:45 long (lasts 30 seconds, which is 2/7, or 28,5% of the time). Thus, the actual amount of extra poison damage I'd get from this trinket is actually about 10% (constant dps). About 550 mastery and 406 agility constantly = FTW! (correct me if I'm wrong btw!

Agility gives us dodge still. If it didn't, I'd lose a LOT of dodge. I think what you're thinking is that str used to give us 2ap, as well as agility, now str only gives us 1ap, to try to prevent bears from using str rings with dodge. Blizzard takes agi's contribution to dodge into account when balancing bear itemization. They can just tweak the amount of dodge we get from agi to bring us in line with the amount of parry/block/dodge the plate tanks get with comparable gear levels.
